Uplift MX19 scissor lift won't go up..

Hello forum. I'm happy that you even exist. I appreciate any information and knowledge that you may contribute.
At work we have an Uplift MX19 scissor lift that started leaking from one of the lift cylinders. We had it refurbished(new seals).
It's been reinstalled but it won't lift..seems like hydraulic system needs to be bled we're not sure where to bleed it from.. is there a bleeder valve? or just thru the hoses?
