new brake bands hitting cover plate on my 1974 case 350

Hello everyone, after replacing the brake bands on my 350 case track loader they hit the inside of my cover plate and I am a bit confused as to why . At point of contact the plate still has almost a half an inch to go before bolts will be tight. I have all of the manuals and service books for my machine but does not mention this situation. any thoughts would be appreciated.
