Fuel level sensor 1998 Kobelco SK200LC Mark IV

I have the 16 fuel level error code on the display screen and I did some testing on the fuel level sensor. Got power to it and nothing seems to be shorted to ground. I tested resistance of the sensor where it’s at now and also raising it and the resistance seem to change properly. Anything else I can check for this error code? Machine won’t turn over due to code. Thank you in advanced.
