Need fuel, spark and air, along with compression for starting. Start with the basics.
Is this propane or gas?
Verify kick off, with WD-40 or slight staring fluid.
If not verify fuel, valves operate and some compression.
Could be timing, intake clogged or restricted, , shouldn’t be too hard and most importantly, check safeties and battery connections.
Is it turning over fast enough?
Is there a fuel shut off?

As Harley asked, what fuel are you running?
Big difference on what to check if it's a dual fuel running gasoline versus the issues it could be from LP (and what the CIL might relate to).

Pale, orangey spark, is sometime a sign of corrosion inside dist cap posts/burned, of on rotor.
also, the plug wires into the cap ends. Pull and brush clean. If corrosiom, swab out cap hole.
Simplest here; if any of these appear, just replace cap and rotor. Simplicity.

Agreed with TD24, good to open up the dizzy and see what's going on. It will be one of the standard GM setups you can get parts for (or a full replacement) from any auto parts store. I've had a few that collected moisture inside and had a lot of arcing damage until they eventually stopped running. If it has a 3 wire into it, it could also not be getting a correct cam reading from the hall effect sensor inside.

If you shut off the LP and hit it with starting fluid, does it try to pop off? Backfire? Do nothing? That will tell you what direction to follow.

Of course, with the CIL lit up, plugging into it with an ECOM setup would at least get you the DTC.

we replaced the dizzy cap and spark stopped but we are going to replace the whole distributor. no backfire, no nothing, does not fire on ether. has good compression too.

where can i get ECOM?

Whoa no. You did put the rotor back in.??? (Most likely thing i've done to lose all spark.)

Serious just what does this dist have, points/condenser or some aftermarket 'Igniter"?
Bound to be some minor replacements here to get it running.

PerTronis adapter. Have usd in many applications, though many years ago. Depends on matching it.
