ditch witch 3610D will turn over but not start

I have a ditch witch 3610D (serial#3N0988) that will turn over but not start. The top light on the interlocking module does not light. Dealer says that is the seat switch. When I bypass the seat switch the light does still not light but the engine turns over (implying effectively bypassed). When I disconnect the seat switch the light of course still does not light (and no other lights go off (implying maybe the bulb is out??)) but the engine does not turn over.

Below is a photo of the interlocking module. It is the top light next to the white line. The dealer seems convinced that all lights must light up to start.

When I place the dig chain to the on position, the bottom interlocking module light expectedly goes off, and the engine will not turn over. (implying that the seat switch issue may not be the issue because when bypass the seat switch I can get the engine to turn over (and vice versa)

Incidentally, there was a hydaulic leak and one of the backhoe stabilizer legs is down. The dealer thinks this is unrelated. The electrical schematic shows a stop switch for the backhoe. However, once again the engine does turn over.

I can't identify any rusty connections, plenty of gas, no air in the lines, solenoid engages.

I'm guessing it is still something electrical that I can't figure out. Fuel pump? Help coz I'm not a mechanic but I'm definitely trying!!
