I'm thinking the pipe on front of tank where the four bolt holes are it looks to be welded on it could be cracked Some tanks you can see inside if you pull the filters not sure about this one though

Got one and it does that, usually is low fluid, tank is really small and gets low even with a small drip around somewhere
