Cat 321C LCR Excavator Won’t Start

Purchased a 8000 hour 321C LCR ,MCF series excavator. Brought it in shop to go through it and do a full service. Engine always fired right off. Started it twice one morning, and went to start it again and it would spin, but no exhaust. Checked fuel filters ( was in process to change anyway), cracked open injectors, and still nothing. First thought was a bad fuel shut off solenoid, but couldn’t find one on injector pump or anywhere on linkage to injection pump. Looking in parts / service manuals I saw it has a ”control governor”. The governor has two cables coming out of it, so I’m assuming one to control throttle and the other acts as a fuel shut off to pump? I am not a Cat mechanic by any means, and being older (70’s) and not up on electronic controls / diagnostics and such, so would appreciate any guidance.

If my son turns the linkage where governor cables attach at pump while I start it, it fires right off. It’s like he is basically fighting against governor when he turns linkage. As soon as he lets go, the engine dies.

Im thinking the motor in governor is bad, and it’s a $1900 unit from Cat. I see aftermarket one’s from $200 - $500, but most have terrible reviews on function and durability. The location of governor is under the hydraulic pump and I don’t see any access from underneath the car body. Assuming access if both upper and lower counterweights are removed?

Would appreciate any advice on how to proceed from here!

Take a look at the warning lights on the engine/pump controller would be my suggestion.
Post a machine Serial Number please. You are going to need an electrical schematic.
