Case 850L instrument cluster not working..

Been chasing this problem with the instrument cluster not working at all. I have the service manual and did the test procedure and it indicated that the instrument cluster was bad, just got a remain from case and still doesn't work. Been chasing wires and everything checks out...

Any help would be appreciated...
