These wires should not cause trouble for starting as they connect to the engine breather system they are broken

12.4 volts is about a 75% state of charge.

One thing you need to eliminate is a bad battery by doing a load test.

With a long sets of leads (or two people), hook your multimeter up to the positive and negative posts of your battery. Record the static DC voltage. Now turn the key to start and record the DC voltage when under an "attempt to start load". If the voltage drops significantly under load (like below 11.5 volts), it could be that a cell in the battery has shorted and your battery is bad. An easy test to perform before digging further into your no start issue.

Hold key in start position for 5-10 seconds. If battery drops below 10 volts in your warm climate, then it is suspect. The actual tests are 1/2 of CCA for 15 seconds but is a little hard on battery and starter. If battery does not drop nothing, do not replace. Something is wrong and complete circuit is not happening.
Might want to check cables as they are known to burn out internally, cannot be seen with naked eye.
Could also look at schematic Nige sent you as you could have a problem with start relay or the signal to it.
