To me that looks like oil smoke and I would look at the intake side of the engine for signs of oil. Possibly a breather line or failing intake line. Maybe your engine vent line is plugged. Open the lid where you'd add oil to the engine and look for blow-by by at different engine RPM's

There's a couple of things to look at.

Floating the valves.??
Check the max rpm & compare to spec.. it’s probably on the data plate.. make sure it’s not going above max rpm..

If your getting a hand held tach.?? Go to the dollar store or Harbor Freight and pick up a pack of SUPER GLUE..
Degrease the crank hub/harmonic balancer, blow it dry and put a dab of SG on your reflective tape and then stick it to the balancer.. give it time to dry.!!!
I use the he!! outta mine but the glue on the tape is horrible..
