John deer 5410. Rockshaft issues

One of our farm tractors has down let us down, It’s a 5410 open station, 2 wheel drive . The steering an brakes an svcs are fine, but rock shaft is acting up, Arms will raise up with out a load on them, push down on the 3 pt lift arms an they feel soft an spongie , bounce on it, Already have drained an changed filter an fluid an cleaned suction screen. Looked good, even resealed the rockshaft piston seal. Svc pressure is showing bout 2600 area . Talked to a dealer and they recommended replacing the rock shaft control valve, so we did a still same issues. Haven’t changed the valve that screws into back of piston houseing
