While it is not published in the Deere manuals, I would suspect the voltage the Monitor sees is pulled from the Monitor's power source.

Thanks for all the help diagnosing this. I did not actually find the problem although it was probably the ECM. I sent it back to ECM engineering and they confirmed that it worked fine on there simulator. So I went ahead and put a DB4 on it.
