Clark Michigan paddle scraper 110 - 11, tech info?

So, got an old paddle scraper. Just getting started on checking it out. It appears that the air system isnt working, but it does drive forward and backwards. In further investigation, it appears as though it may use air to shift the transmission? Any info on that? We are looking into why the air is disabled, but as it Sets, it cannot climb a small hill (barley made it on the lowboy). Engine is a Detroit, and believe it’s stamped with 3 69 on it.

Well, I was able to buy a maintenance manual. Well, assumption that it was air shift is incorrect, it’s hyd shift. And so now we at least have a starting point for troubleshooting

So, it appears that the torque converter has too much oil bypassing (leakage) 3x what the manual says is acceptable. This torque converter is a C273 5 11, has anyone here disassembled and reassembled? I am assuming it’ll have a bad seal or o-ring in it, and hope that is all that is wrong with it.
