CAT D3 Dozer will not turn off

CAT D3 Dozer 1980 model has a new throttle cable but will not turn off. It has also been adjusted multiple times. Anyone experienced this or have any ideas of how I can fix it?

If the throttle control also shuts off the engine it's not adjusted right or the throttle cable doesn't have enough travel. Is the new throttle cable an OEM cable?
