Bobcat Excavator 325 high rpm alarm

I have the above mentioned excavator, it runs fine but the "!" Alarm goes of with high idle. The rpm at idle reads approx 2300 rpm, which is high according to spec. I checked the rpm at the crank pulley with a handheld tach and it measures around 700rpm. What would be the cause of the tach reading incorrectly high?
