140H Grader 2nd,3rd and 6th forward gears not working, all reverse gears are working fine, have changed solenoids on 3rd 4th and nothing has changed and did not fix the problem, we did have and auto electrician confirm that the 3rd solenoid that we believe works these gears does have power, oil in the gearbox is clean, we are looking at the wiring harness for any other wires, any ideas would be appreciated

The missing gears share #2 solenoid so that should be your first thing to check. If you do have a bad coil, I would recommend changing them all. They are only about $20 each and faulty ones have been known to smoke the transmission ECM.

Just a suggestion. Swap #2 solenoid with any other and see if the problem moves to other gears in the transmission. Swap with #3 might be the best idea, if the current #2 solenoid is bad and you swap it to #3 location you will lose all reverse gears.
Your problem might be something as simple as a wiring harness or connector fault.
Second what was said above about replacing all eight solenoids if one has failed.

You may also want to swap the valve cartridge that the solenoid is on in case the cartridge is bad.
Would be best if you could get a pressure reading off the pressure tap for that clutch.
